Speed - Safety in what?

I am quite accustomed, whilst driving through West Ashby, to being overtaken in the 40 speed limit by those to whom the limit does not apply (in their opinion), but did do a double take last Monday when I was passed at some speed by a vehicle emblazoned with the legend 'Safety Training'. In what,? I wondered.
