It seems that the County Council plans to close the so called ‘Tier 3’ libraries over the summer period.
You will recall that on 21st and 22nd July there will be a Judicial Review of the County Council’s latest decision-making process. In the meantime, the Secretary of State is considering further representations, in order to determine whether he should implement an Inquiry under the Public Libraries and museums Act 1964. These two important matters prompt me to question whether the County Council, in its haste to implement its plans, might be said to be ‘jumping the gun’.
