Business owner steps up fight for answers in car parking saga

A former Horncastle Town councillor has called on East Lindsey District Council to reveal how much money it is making from car parking.

Businessman Richard Barker days he is sick and tired of being ‘fobbed off’ with conflicting information about parking

He claims Horncastle gets a rough deal on parking compared to neighbouring communities like Woodhall Spa.

Mr Barker says he fears several more Horncastle businesses will close - unless action is taken to reduce the cost of parking and increase free parking periods.

He had submitted a Freedom of Information request to ELDC asking for:

* A list of all car parks in the district that come under ELDC’s jurisdiction by town/

location.

* The revenue from each car park for the financial years 2011/12, 2012/13, 2013/14 with the charging rates per car park for each year.

* The total revenue generated for the district.

*The cost per month for Enforcement Officers, by town/location, including travelling

costs.

*The number of penalty notices issued per car park and location and the revenue generated on the same basis.

*The cost of maintenance by location and capital investment by location.

Mr Barker said: “Quite honestly, it (car parking) is a scandal and Horncastle is at a serious disadvantage.

“How does Woodhall Spa get two hours free while Horncastle gets one hour free in a car parking that no-one uses (The Wong)?

“Parking in Market Rasen is free.

“People are not coming to Horncastle and businesses are suffering.

“On some weekends, the only sign of life is tumbleweed blowing down the High Street.

“We need answers. We need facts and figures.”

Mr Barker has also submitted a FoI to Horncastle Town Council

His request includes details for all money spent by the Neighbourhood Plan Group after it was recently revealed they had paid a consultant £700 for a day’s work.

Councillors said that was the ‘going rate’.
