ASBO aims to stop town street drinking

POLICE in Horncastle have welcomed an ASBO imposed on a 60-year-old local man and warned they will not tolerate anti-social behaviour in the town.

Charles Wray, of Waring Street, appeared at Skegness Magistrates’ Court last week after pleading 
guilty at an earlier hearing to an offence of drinking alcohol in a public place.

The conditions of the Wray’s ASBO mean he must not:

l Drink alcohol in specified places in Horncastle

l Have possession of any container of alcohol on which the seal has been broken in specified areas of Horncastle

l Associate with any person in specified public places (in Horncastle) who has possession of any container of alcohol of which the seal is broken

l Associate with Matthew Freeman (born 27/12/82) in any public place in Horncastle

l Contact by any method or gesticulate towards Barbara Scarborough

l Play music, television or the radio at his home between 10pm and 7am at such a volume that it can be heard by your neighbours.

The ASBO lasts for five years and Wray was warned that he could be jailed for up to five years, if he breaks any part of the order.

Sergeant Alasdair Booth, of Horncastle Police, said: “The situation with street drinking has been an issue of concern to Horncastle residents for some time and we have been working alongside partner agencies to tackle the problem.

“A great deal of hard work by 
the Horncastle NPT and colleagues from other agencies has secured this ASBO, the terms of which give police powers and flexibility to ensure that those involved can be dealt with and that Horncastle remains a pleasant market town for visitors and residents alike.

“This order sends out the message that we take the issue very seriously and that anti- social behaviour will not be tolerated in our town.”

Wray was one of three people initially arrested after police were alerted to reports of anti-social behaviour in Horncastle’s Market Place at the end of April.

The arrests came during a crackdown on drinking in public places after complaints from residents.
